The WEEE Directive Recovery and Reuse / Recycling Targets

For the period beginning 13 August 2005 to 31st December 2006 and by 31st December each year thereafter each producer will need to meet the following targets for waste electrical and electronic equipment sent for treatment (from Article 6 of the WEEE Directive).

The WEEE Directive applies to the following categories of electrical and electronic equipment:

  1. Large household appliances
  2. Small household appliances
  3. IT & telecommunications equipment
  4. Consumer equipment
  5. Lighting equipment
  6. Electrical and electronic tools
  7. Toys leisure and sports equipment
  8. Medical devices
  9. Monitoring and control instruments
  10. Automatic dispensers

Recovery Targets:

  1. for waste electrical and electronic and equipment that falls within categories 1 and 10
    1. at least 80% recovery by an average weight per appliance; and
    2. at least 75% reuse and recycling of components, materials and substances by an average weight per appliance.
       
  2. for waste electrical and electronic equipment that falls within categories 3 and 4
    1. at least 75% recovery by an average weight per appliance; and
    2. at least 65% reuse and recycling of components, materials and substances by an average weight per appliance.
       
  3. for waste electrical and electronic equipment that falls within categories 2, 5, 6, 7 and 9
    1. at least 70% by an average weight per appliance; and
    2. at least 50% of components, materials and substances by an average weight per appliance; and
       
  4. for gas discharge lamps, at least 80% of components, materials and substances by an average weight of the lamps.

Producer’s obligation to keep records for the purpose of calculating the recovery targets
Each producer will need to keep records of information for the purpose of calculating the recovery targets.

The records shall include information on the mass of:

  1. waste electrical and electronic equipment; and
  2. their components, materials or substances, that enter (input) and leave (output) the treatment facility and / or when entering (input) the recovery or recycling facility.

Obligation to report information on compliance with the recovery targets
Each producer will need to provide to the appropriate agency the recovery targets on:

  1. 31st January 2006 in respect of the period beginning 13th August 2005 to 31st December 2005
  2. 30th April 2006 in respect of the period beginning 1st January 2006 to 31st March 2006
  3. 31st July 2006 in respect of the period beginning 1st April 2006 to 30th June 2006
  4. 31st October 2006 in respect of the period 1st July 2006 to 30th September 2006
  5. 31st January 2007 in respect of the period 1st October 2006 to 31st December 2006.

and for each quarter of every year thereafter by the end of the month following the relevant
quarte.
